5 220-01 CIMS (Critical Incident Management System) (6/1/22)
CIMS CHAIN OF COMMAND- You can either have a Single command element OR a Unified command element OR a CBRN-Hazmat command element)
The incident commander is the _________ and picks their people to staff ALL positions in a single command element.
The command staff consists of 3 people who are ________(3 people)
The General staff consists of 5 people who are _________ (5 people)
SINGLE COMMAND ELEMENT:
#1- Command Element Incident Commander
#2- Command Staff
#3- General Staff
Highest ranking UMOS on scene
Public information officer/Liaison Officer/Safety officer
Operations/Planning/Logistics/Finance, admin/Intel Section Chiefs
Mayors press office
Safety officer- Keeps only NYPD safe
OEM (Office of Emergency Management)
Hazmat job- Safety officer
Intelligence/Investigative section chief (NYPD is in charge)
5 220-01 CIMS (Critical Incident Management System) (6/1/22)
-The COMMAND POST consists of the incident commander, anyone from command staff (Public info officer, Liaison officer, Safety officer) and should NOT be relocated, whenever possible (NOT an absolute)
-The command post also consists of the chiefs from the general staff (absent unusual) EXCEPT for __________ and __________who EACH get their own separate command posts and may be relocated IF NECESSARY.
(Initially the incident command post will be wherever you are standing! Use any type of facility available trailer, tent, or even an open area!!)
The __________ assists in Incident action plan AND manages the check-in process. The Incident action plan can be verbal or written. However the incident action plan must be written if _________ of ________ or ________.
The ___________ can be in command post with IC HOWEVER they may be in a remote location. (At 1PP, cause they have so much paper to deal with)
The command post does not have liaisons with any of the General staff members however the intelligence section chief and operations sections chief have liaisons with each other (Makes sense cause they have their own separate command posts)
DEPUTIES AND ASSISTANTS:
The command staff (Public info officer, liaison officer, safety officer) get _______. Which means if anyone in the command staff goes down the assistants DO NOT take over their duties/responsibilities.
(________ can choose an assistant from a different agency/jurisdiction)

4 220-03 “Unified” command post
(6/1/22)
(A “Unified” command element is required when another agency is required on scene and we need to run the show together. (For ex: A riot in housing, and someone starts a fire, and FD gets dispatched to the scene))
“UNIFIED” COMMAND ELEMENT:
In a “Unified” command element there are multiple incident commanders. Each commanding agency picks their own I.C and each I.C is on equal footing REGARDLESS of rank (For ex: A 4 star fire chief and Sgt for Nypd will have same rank if they are both incident commanders in a “unified” command element)
“UNIFIED” COMMAND STAFF:
In the above example, BOTH incident commanders will pick one public information officer, and one liaison officer. However each incident commander gets their own _________ officer UNLESS they both agree they only need one.
*(Remember the mayors press office can take over the ______ job and the Office of emergency management can take over the _______ job
“UNIFIED” GENERAL STAFF:
In the above example, BOTH incident commanders will pick their own __________ UNLESS they both agree they only need one. They both will then jointly pick only one planning/logistics/finance, admin/intelligence section chiefs.
(So each incident commander is allowed to pick their own _________ AND ________ however there can be just one of each IF the incident commanders agree on one)

5 220-02 CBRN/HazMat (Chem, Bio, Radiological, Nuclear) (6/1/22)
The required agencies that must show up in a CBRN/HazMat are ___________ (4 agencies)
INITIALLY, it’s a “Single” command post, in that the NYPD is the only Incident Commander however when dealing with CBRN, the other agencies will have their own _________ and ________.
(This is called a “Single” command element with a “Unified” operations section)
(So there will be a operations section chief and safety officer from PD/FD/DEP/DOHMH)
Once we know it’s not terrorism/crime we revert back to the “Unified” command element model and the other agencies will then share the command post with us.
NYPD is in charge of overall site management

DEP is in charge of _________ and ________
