What does the term minimum fuel mean? Does this consitute an emergency?
A pilot's declaration of "MINIMUM FUEL" indicates that no further fuel diversion options are available where the aircraft is committed to land at the pilot’s nominated aerodrome of landing with not less than 'final reserve fuel'. Final reserve fuel typically amounts to around 30mins of flying time.
The controller has no obligation to prioritise this traffic as Minimum fuel is **not** an emergency.

What is the definition of a runway incursion?
A runway incursion is any occurrence at an aerodrome involving the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for aircraft take-off and landing. The protected area of a surface for aircraft take-off and landing is determined by the existence and location of the runway strip, clear and graded area, obstacle free zone and ILS sensitive areas. The precise configuration of these areas is dependent on the aerodrome layout and the operations that are taking place.

What is the definition of a reportable accident?
An Occurrence associated with the operation of an aircraft in which a person is fatally or seriously injured as a result of;
* Being in the aircraft
* through direct contact with the aircraft
* Or from jet blast
(doesn’t include medical emergencies from natural causes, self inflicted injuries or injuries caused by another passenger)
It is also any occurrence in which the aircraft sustains damage or structural failure which adversely affects the structural strength, performance or flight characteristics of the aircraft, or the aircraft is missing/ inaccessible.

SI 2021/07 Changes to HM Coastguard Nomenclature, D & D Cell Coverage and Related Procedures
- National Maritime Operations Centre (NMOC) and Aeronautical Rescue Coordination Centre (ARCC) are combined into and renamed the Joint Rescue Coordination Centre (JRCC)
- Coastguard Operations Centre is renamed as the Maritime Rescue Coordination Centre (MRCC)
- Rescue Helicopter, Rescue Boat, and Coastguard Rescue C/S mentions have been removed as these C/S no longer in use.
- D & D Cell coverage is amended for 121.5, for LONDON FIR east of wales and south of Manchester avbl at and above 3,000ft AMSL and at and above 2,000ft AMSL within 40NM of EGLL. In the Scottish FIR, this service is expected to be avbl at and above 8,500ft AMSL reducing to 2,000ft-5,000ft AMSL over the sea, lowland areas and around the Scottish TMA. Outside theses parameters the service can be unreliable.
- ATS units should not transmit on 121.5 or 243 MHz without authorisation of the D & D cell unless;
1) A pilot in distress calls a specific ATS unit that is local to the pilot concerned; or
2) It is apparent that the D & D Cell is not responding to an emergency transmission.
- Ops normal procedure changes slightly for rescue C/S, If the a/c fails to respond to three successive attempts to confirm OPs normal, controllers are to contact the JRCC and request that they attempt to establish comms with the "Rescue" C/S and confirm ops normal. The JRCC should be in constant communication with 'Rescue' C/S's using HF or SAT comms and controllers shall initiate overdue action when the JRCC is unable to obtain an 'operations normal' report from the aircraft.
- All other changes are simple name changes to already existing MATS 1 passages.

SI 2022/02 Sanctions issued by HM Gov
Procedures required updating to reflect changes to how these sanctions are communicated to ATSU's, need to notify non compliance with these instructions to parent ACC and to provide guidance to an aircraft subject to sanctions which is experiencing an emergency
- Aircraft planning to enter, land or depart UK airspace or is already in UK airspace in breach of UK sanctions may be subject to withholding of ATC clearances.
- Phrases to be used are contained in MATS 1 and shall be passed when authorised by HM Gov through the Parent ACC of Aerodrome Authority. (If the aircraft is on the ground the Aerodrome Authority will be the one communicating with HM's Gov).
- The aircrafts intentions or observed non-compliance with HM Gov instructions are to be reported to the Parent ACC or Aerodrome Authority as appropriate as soon as practicable.
- ATC units are to make provision for normal separations should the aircraft ignore the lack of clearance and the parent ACC should be advised of the situation.
- Should the aircraft declare an emergency then all assistance is to be given as with any other aircraft.

If an aircraft inbound IFR experiences RCF what would you expect it to do?
Arrange to arrive over the IAF as close as possible to the ETA. Begin descent over the IAF to the minimum holding level at not less than 500ft per min. If delay not determined was given then do not attempt to land at the aerodrome and instead route to a suitable alt aerodrome. Carry out the notified instrument approach procedure and, if possible, land within 30 mins of the EAT/ETA. Take account of any visual signals from the ground. If RCF occurs during an approach directed by RADAR, continue visually, or by using an alt aid. If this is not practical, carry out the MAP and continue to the holding facility from where an IAP can be commenced and carry out that procedure.
