Tackles 2 major problems:
1) Concerns about the number and future complications of “back street abortions”
2) Lack of clarity over the question when Drs can carry out abortion in best interests of the mothers health -
Drs acting in good faith in the interest of their patients were facing criminal charges

Main points:

• A Dr will not be prosecuted as long as two Drs agree to an abortion in good faith
• Pregnancy has not passed 24 weeks and if pregnancy continues, it would involve risk or injury to pregnant woman
• Substantial risk child will be born with physical or mental abnormalities as to be seriously handicapped
