Traffic, as well as adverse weather conditions. A cyclist crashing in the road would be at serious risk of being run over, especially in poor weather conditions. If the cyclist was capable of moving to a safer location, i would first direct and assist him in doing so, so that further care could be provided without risk of further injury.
