what are the 5 key principles of AIIMS
describe management by objectives
set by the incident controller in consultation with the Incident Mangement Team, determines the desired outcomes of the incident. They are communicated to all involved. At any point in time an incident can only have one set of objectives and one Incident Action Plan for achieving objectives
what are the areas of functional management
Incident controller
appointed for every incident, ulitmately responsible and accountable for all 5 functions. Depending on size and compexity they may delegate one or more of planning, public information, operations and logistics. Can only be 1 IC for each incident
what is span of control?
concept relating to the number of groups or individuals that can be supervised by one person. Up to 5 reporting groups or individuals considered desirable. Makes AIIMS scalable. Also allows effective joint operations through use of common structures and terminology
Unity of command
each individual must only have one leader. There is a clear heirachy to enable consistent management of emergency. With span of control this supports scalability, flexibility and managable structure that can be tailored for the requirements of the incident
Describe flexibility in AIIMS
structure is adaptale, scalable. for small incidents different roles are combined (eg planning/ logistics) then separated out as incident grows or changes
