Why do we need specific training for Cat 1?
MLIT has decided in a circular that pilots and companies engaged in Air Transport operations must conduct training for Cat 1 operations.
Other operators may use state minima.
What is Cat 1?
DH at or above 200 ft
RVR/CMV at or above 550 m

Range a pilot on the center line of a runway can see the runway surface markings or lights .
Measured with a forward-scatter meter
What is Converted Meteorological Visibility (CMV) ?
Derived from reported meteorological VISIBILITY.
Applied only when RVR is not available.
