To improve health and safety in the industry by helping the planning of work so risks are managed, with the right people involved at the right time.

What is the clients role under the CDM Regulations?
To ensure project is suitability managed, ensuring the health and safety of all who may be affected by work.
What are the duties of a commercial client?
They must:
- Make arrangements for managing project, enabling those carrying it out to manage risk in an appropriate way.
- Appointing contractors and designers
- Allowing sufficient resources and time at each project stage
- Make sure suitable welfare facilities are provided for the duration of the construction work.
- Ensure the Principle Designer and Principle Contractor carry out their duties in managing the project.
What are the duties of a domestic client?
- Duties generally pass to contractor or Principle Contractor.
- Principle Designers can be asked to take on the domestic clients responsibilities, but this must be confirmed in a separate written appointment.
What is the role of Principle Designer?
They must:
- Plan, monitor and co-ordinate health & safety in the pre-construction phase.
- Take account of any existing Health & Safety File.
- Help and advise the client in bringing together pre-construction information and provide the project team with the information required.
- Work with others to reduce/eliminate foreseeable risks.
- Ensure everyone involved in the pre-construction phase is complying with the CDM regulations and required duties.
- Prepare Health & Safety file
- Liaise with Principle Contractor, keeping them informed of any risks which will need to be controlled.
What is the role of Principle Contractor?
They must:
- Have the skill, knowledge, experience and organisational capacity to carry out the work.
- Plan, monitor and co-ordinate health & safety in the construction phase.
- Take account of the health and safety risks to all affected by work, and take measure to manage them.
- Prepare written construction phase plan before construction phase.
- Consult with workers on their H&S welfare.
- Ensure suitable welfare facilities are provided for duration of works.
- Ensure all workers have site inductions & carry out further training.
- Secure site from unauthorised access.
- Liaise with PD sharing any relevant information.
What is used to notify he HSE of projects of a certain size/duration, and who is responsible?
- The client (if domestic, will be the PC) must notify in writing using an F10 form.
When must a client notify the HSE of planned construction works?
- Works last longer than 30 days and involves more than 20 workers at any one time
OR
- Where the work exceeds 500 individual worker days
