   - this level is for rescuers who actually plug, patch, or stop the release of a hazardous material.

4. Hazardous Material Specialist
   - level of rescuer is expected to have advanced knowledge and skills and to command and support activities at the incident site.
   - a minimum of 24 hours of additional training is required
