The National Fire Academy six step communications model can be applied to emergency service communication
Step 1: The sender formulates a clear and concise idea to be conveyed
Step 2: The sender gets the receivers attention and conveys the info
Step 3: The message is transferred through a medium: oral, visual or written
Step 4: The receiver receives the message
Step 5 The receiver intercepts the message
Step 6: The receiver provides feedback
Size-up is a
step toward solving a problem in which information is gathered.
All the information needed for size-up can fit neatly into three areas
The environment in which the incident occurs
The resources available
The conditions or the situation
The environment in which the incident takes place includes:
Construction feature of the fire building
Wildland fire, the terrain where the fire occurs
Time
Weather
Fuel Load
Height
Area
Building Occupancy
Access to the fire area
In evaluluating resources, the following should be determined
Number personnel
Type of equipment
Need for specialized equipment
Conditions/Situation
What on fire
Where is the fire now
Where is it going
What harm has it caused or will it potentially cause
The first priority at any incident is
maximizing life safety
The second priority at an incident is
the activities that are performed to solve the problem or bring the situation under control, stopping further damage.
The third priority a an incident
involves the activities performed to reduce the property loss cause by the incident.
Strategic goals are
broad, general statements of what we are expected to accomplish.
Tactical objectives
are specific functions.
They are designed to meet strategic goals.
Tactical objectives are much more specific and have measurable results.
Tactical methods
satisfy tactical objectives.
They are processes employed at the task level.
The action plan is
developed after size-up. The incident determines the complexity of the action plan
Recognition Primed Decision Making (RPD)
Developed out of research that considered how fire ground commanders, military commanders, and other high pressure time sensitive decisions makers make decisions
THE RPD model implies
that fire ground commander is almost 9 out 10 cases does not make decision based on a section of choices but rather based on previous experience.
The Naturalistic Decision Making (NDM) theory is
concerned with identifying the best alternative to take and assumes the decision maker is: Fully informed
Rational
Able to compute the information at hand
NDM came about after
reviewing decision making as it relates to people in real life.
The theory states that people make decisions based on experience.
