FFP CC Ch#1 Sec 1.4, 1.5, 1.6
Question 13Answer
A.
An important concept in this strategy is having two Chief Officers positioned at the Incident Command Post (ICP) whenever possible.
B.
As provided for in the Incident Command System (ICS), a Deputy Chief shall be delegated the authority to perform the critical task of ensuring a timely response to mayday/urgent situations.
C.
This Command and Control Procedure bulletin ensures that the duties of a Deputy Chief remain separate and distinct from that of a Battalion Chief.
D.
A DC should remain focused on incident strategy.
E.
BCs should ensure that the units under their supervision carry out the tactics to fulfill that strategy.
Your answer is incorrect.
The correct answer is: As provided for in the Incident Command System (ICS), a Deputy Chief shall be delegated the authority to perform the critical task of ensuring a timely response to mayday/urgent situations.
You are a Battalion Chief that responds to a fire reported in a taxpayer at 2130 hours. On arrival you are informed by the 1st OV FF operating in the rear of the building that there is an advanced fire on the first floor of the hair salon, with extension to the first floor of an adjoining deli. In this situation, you would be most correct to?
(FFP—Taxpayers—5.7.4, 7.1.3
Question 4Answer
A.
Transmit a 10-75, and special call an extra engine and ladder. Ensure a 2 ½” line is stretched to the hair salon, and a 1¾ line may be stretched to the deli only if it is compatible with fire conditions.
B.
Transmit a 10-75, and special call an extra engine and ladder. Ensure a 2 ½” line is stretched to the hair salon, and a 2 ½” line is stretched to the deli regardless of fire conditions in the deli.
C.
Transmit a second alarm and ensure a 2 ½” line is stretched to the hair salon, and a 1¾ line is stretched to the deli only if it is compatible with fire conditions.
D.
Transmit a second alarm and ensure a 2 ½” line is stretched to the hair salon, and a 2 ½” line is stretched to the deli regardless of fire conditions in the deli.
our answer is incorrect.
A fire in a taxpayer will require the use of 2 ½” hoselines. This is due to the large, uncompartmented area that is typical in taxpayers. These large, uncompartmented areas will require the increased flow and reach of stream of the 2 ½” hoseline.
When two handlines are operating on an advanced fire in a store, special call an extra engine and ladder. Transmit a second alarm for extension to the cockloft, adjoining occupancy or for an advanced fire in the cellar. The need for additional ladder companies at these operations is great, anticipate such and special call as needed.
The correct answer is: Transmit a second alarm and ensure a 2 ½” line is stretched to the hair salon, and a 2 ½” line is stretched to the deli regardless of fire conditions in the deli.
A Chief Officer operating as the IC at an Old Law Tenement fire would be correct in how many of the following thoughts?
FFP-MDs-Ch 1-2.2.11, 2.4.6, 3.2.1, 3.3.1)
Question 5Answer
A.
1
B.
2
C.
3
D.
4
E.
5
our answer is incorrect.
2.2.11 Stretching of hoselines on the first alarm:
A. The first line stretched for a fire in a multiple dwelling should be stretched by way of the interior stairs. This positioning allows the first line to safeguard the stairway so that it can be used by the escaping occupants. The door to the fire apartment must not be opened while people are coming down the stairway from the floors above. When the safety of the stairway is assured, this first line may be advanced to extinguish the fire.
B. The second hoseline is also usually stretched by way of the interior stairs to the same floor as the first line. It is meant to augment the first line, if necessary. If not needed on the original fire floor, it is then advanced to the floor above.
C. The third line in the building should usually be stretched via the fire escape or rope stretch via a window. This is especially true in Old Law Tenements because the stairway is narrow and the stretching of a third line via the interior stairs would result in congestion and inability to move any of the hoselines.
D. In some cases, the second or third lines may be urgently needed in one of the exposures. The decision as to the location to which these lines shall be stretched rests with the Incident Commander, and is based on his/her size-up of the fire situation. For example, at a fire in an Old Law Tenement it is often necessary to stretch the second or third line into Exposure 2 or 4 because fire has extended, or is about to extend, across the narrow shaft or shafts between buildings.
2.4.6 The Incident Commander must keep in mind that fire in non-fireproof multiple dwellings can extend very quickly to the floors above and to the exposures. The IC must transmit special calls and/or greater alarms promptly when conditions warrant such actions. For a fire in an Old Law or New Law Tenement, special call an extra engine and ladder for fire on two floors. If progress is not made on at least one floor in a short period of time, transmit a 2 nd alarm. If fire is in a shaft extending into an exposure, transmit a 2 nd alarm. If fire is extending into two exposures, transmit a 3 rd alarm.
3.2.1 - The first hoseline should be stretched through the front door, then to the cellar via the interior stairs to extinguish the fire. If the first hoseline is stretched to the interior and cannot be advanced down to the cellar due to the intensity of the fire, it shall be used to protect the public hall, interior stairs, and the first floor, allowing the occupants to leave the building.
3.3.1 Store fires in OLTs may involve a large amount of combustible material. The first hose line should be stretched to the store and a second hose line stretched to the entrance hallway. Depending on the size of the fire area and the fire conditions encountered, the use of a 2 ½” hoseline may be considered. However, a 1 ¾” hoseline may be more appropriate for fires in smaller commercial occupancies common in OLT’s. When assured that the second line is not needed on the first floor, it may be advanced to the floor above the fire.
The correct answers are: 2, 3
Battalion Chief conducting drill on operations in H-type buildings was most correct to make which statements?
(Indicate ALL correct points)
(FFP-MDs-Ch 1-4.2.5, 4.2.8, 4.3.2, 4.5.4)
Question 6Answer
A.
Steel columns, also known as channel rails, are designed in an “H” shape.
B.
Channel rails are about one foot square in area, but may be larger if the void includes water or waste pipes. The main concern with channel rails is that they are not fire-stopped.
C.
Every effort must be made to get the first line in operation before additional lines are stretched. All available engines should be used to stretch the first line unless the fire has already extended to the floor available.
D.
Because of the severe life hazard, height, area and combustible construction, a second alarm will generally be necessary at medium fires when it is anticipated that two lines will be required.
E.
When transmitting 2nd or greater alarms for fires which have entered the cockloft of large “H” type buildings, the IC should consider special calling additional battalion chiefs to cover critical sectors and/or exposures. These additional battalion chiefs could be assigned as top floor sector supervisor, roof sector supervisor, or as needed.
Your answer is partially correct.
You have correctly selected 1.
4.2.5 Structural steel concerns in “H” type structures:
A. Steel, when heated, expands and substantial elongation can occur at a fire.
This elongation can cause a wall to bulge, move, or even collapse, if the steel is set within the wall.
B. Steel, when heated to higher temperatures during a fire, may fail. Floor beams supported by such failing steel will fall to the floor below.
C. Steel columns are vertical structural members designed in an “H” shape; they are also known as channel rails. When located in the inner framework of a building, may extend from the first floor up into the roof space or cockloft area (Figure 8). The space between the enclosing wood framework and column leads up into the cockloft and many times spreads fire, heat or smoke to this roof space (Figure 9).
D. Steel girders are horizontal structural members designed in an “I” shape; they are also known as “I” beams. I” beams will transmit fire, heat or smoke horizontally into adjoining areas.
4.2.8 Interior Shafts and Voids
A. Channel Rails-to provide stability to these large “H” shaped buildings, a steel framework is employed. Steel columns are erected vertically from the foundation to the cockloft. Their locations vary according to the architects design, and are at times difficult to find. They are often located in voids behind closets. Our main concern is that they are not fire stopped. This provides a chimney effect for fire travel from the first floor to all apartments above and to the cockloft.
B. These vertical voids, about one foot square, may be larger when the void is built to include waste and water pipes. When the fire is knocked down and opening up begins, areas where the lath has been burned must be examined for the presence of these columns. If detected, locations above and below the fire must be checked immediately. (Figures 8 and 9)
C. Pipe Recesses-the danger of allowing vertical fire travel are well known and require little emphasis. A note of caution: repairs by local handymen may have been made around pipe recesses or light fixtures. These poorly repaired openings may facilitate fire entering walls or ceilings. Waste pipe recesses exist wherever a kitchen or bathroom exists. Their presence may be picked up first by the roof firefighter who notes the locations of exposed waste pipes atop roofs which line up with the fire below. If the pipe is hot to the touch, a top floor examination is required and notification made to officer and the IC.
D. Closets-Their construction atop one another sometimes provides a vertical artery. Workmanship may be shoddy in closets, creating openings for fire travel. Remember also that they are usually back to back with other closets. This may lead to horizontal, as well as, vertical extension.
E. Dumbwaiter Shafts-These are sometimes used as voids for new electrical wiring or water pipes. The openings where these wires or pipes enter the apartment may not have been fire stopped and will allow a shaft fire to readily enter the apartment.
4.3.2 Many times just stretching a line to a fire apartment will prove difficult. It may require many lengths (five or more) just to reach the building entrance. There may be large courtyards, often with obstacles such as trees, benches, fences, shrubbery, etc. Every effort must be made to get the first line in operation before additional lines are stretched. All available engine companies should be used to stretch the first line.
4.5.4 Additional units: Because of the severe life hazard, height, area and combustible construction of these buildings, an additional engine company and ladder company (beyond a full 1 st alarm assignment) should be called for a medium fire condition. That is, when it is anticipated that two lines will be required. When additional units have been special called, they should be given instructions, by radio, regarding positions, masks, extra hooks, etc. If two floors are involved, or at extensive cockloft fires, it will generally be necessary to transmit a 2 nd alarm. The time that it takes 2 nd alarm units to arrive must be considered under these conditions.
4.9.1 Top floor fires always present the possibility of fire extending into the cockloft. This can result in a complete loss of the top floor and roof. Fire can also drop down to the lower floors. It is imperative for the IC to assign a roof sector supervisor early into the operation. The IC shall designate a company officer as the roof supervisor until a chief officer can be assigned. Once a sector supervisor is assigned, all communications between the roof and the IC shall go though the roof sector supervisor. When fire has extended into the cockloft, the Incident Commander shall be notified immediately. The Incident Commander shall evaluate conditions and consider the use of the cockloft nozzle from either the top floor or the roof. An additional hoseline may also be needed to protect the cockloft nozzle operation.
The correct answers are: Steel columns, also known as channel rails, are designed in an “H” shape., Channel rails are about one foot square in area, but may be larger if the void includes water or waste pipes. The main concern with channel rails is that they are not fire-stopped., When transmitting 2nd or greater alarms for fires which have entered the cockloft of large “H” type buildings, the IC should consider special calling additional battalion chiefs to cover critical sectors and/or exposures. These additional battalion chiefs could be assigned as top floor sector supervisor, roof sector supervisor, or as needed.

The fire building; the second line should be stretched to Exposure 4; and the third line stretched to back up the first line in the fire building.
B.
The fire building; the second line should be stretched into the fire building as a back-up line; and the third line stretched to Exposure 4.
C.
The fire building; the second line should be stretched into the fire building as a back-up line, and the third line stretched to the rear yard of the fire building.
D.
Exposure 4; the second line should be stretched into the fire building; and the third line stretched to back up the line in the fire building.
Your answer is incorrect.
Building Fully Involved
When a building is fully involved, the first arriving engine company should drop two hoselines in front of the fire building and position the apparatus for the possible use of the multiversal nozzle or to supply a TL.
First Line Advanced into the fire building.
Second Line Advanced into the fire building as a back-up hoseline.
Third Line Will be stretched as ordered by the Incident Commander and may be:
Advanced into the fire building.
If fire is reported in an exposure, stretched to that exposure.
If there is no fire in the exposures, stretch through an exposure to the rear yard of the fire building.
Note: This was used on the last DC exam.
The correct answer is: The fire building; the second line should be stretched into the fire building as a back-up line; and the third line stretched to Exposure 4.

You are a BC who has arrived first at a fire in a large commercial vessel that will be berthed at a pier to fight the fire. In this situation, it would be most correct to think that?
(FFP-Marine-Ch 3-2.2.2)
Question 22Answer
A.
The regular berth of the vessel should not be used.
B.
A shedded pier is preferred.
C.
If a shedded pier is utilized, the sprinkler and standpipe in the shedded portion must both be serviceable.
D.
If the pier selected has a combustible deck, then no combustible cargo may be located anywhere on the deck
Your answer is incorrect.
2.2.2 If the vessel is to be berthed at a pier, the following should be considered:
A. The regular berth of the vessel is to receive first consideration because of the availability of longshoremen and other services and the adequacy of water depth at the pier.
B. The pier selected should have a non-combustible deck and provide a clear area separating the vessel from combustible cargo.
C. An un-shedded pier is preferred. If the pier is shedded, there must be a clear open area separating the vessel from the shedded portion. The sprinkler and standpipe in the shedded portion must be serviceable.
D. If an alternate pier to the regular is to be considered, it will be selected in consultation with the U.S. Coast Guard Captain of the Port (i.e. Staten Island Home Port Pier).
2.2.3 When it is likely that the large caliber streams of the fireboats will be required, the Marine Battalion should consider special calling additional marine resources early in the operation as needed. FDNY vessels will be required to conduct scene size up, hazard assessments, life safety actions, along with fire suppression.
2.2.4 Supervising personnel and additional firefighting units can be transported to the scene via an additional fireboat or other vessels as available.
2.2.5 Coordination and cooperation with the Coast Guard is essential.
2.2.6 The need for helicopters for command purposes, surveillance or other use shall be considered. When required, the Police Department and/or Coast Guard shall be contacted.
The correct answer is: If a shedded pier is utilized, the sprinkler and standpipe in the shedded portion must both be serviceable.
First alarm units arrive at the scene of a fire in a hold of a large commercial vessel where CO-2 flooding was initiated prior to FDNY arrival. In this situation, it would be most correct to believe that?
(FFP-Marine-Ch 3—3.2)
Question 23Answer
A.
If a decision is made to open the hold, the IC shall consult with the Safety Battalion prior to committing FDNY resources.
B.
The hold shall remain sealed until temperatures are reduced and stabilized and only opened upon order of the IC after confirming conditions with thermal imaging cameras.
C.
The IC should consult with the Haz-Mat Battalion to determine if SCBA, haz-mat metering or search ropes are necessary in below deck surveys.
D.
The FDNY IC must direct NYCEM to provide a Marine Chemist to identify possible hazards in the hold.
Your answer is incorrect.
3.2 CO2 FLOODING-PRIOR TO DEPARTMENT ARRIVAL
Under some circumstances, FDNY members will arrive on the scene to find that the ship’s Captain has secured the hold and activated the CO2 flooding system prior to our arrival. Alternate fire suppression systems may also be present. In that event, first arriving units are not to enter the hold areas until the Incident Commander evaluates conditions. Generally, it is the best procedure for such holds to remain sealed and flooded with CO2. The IC, when necessary, shall ensure a log is maintained recording relative information such as time CO2 was activated, location of CO2 activation, who activated system, amount discharged, amount remaining, and the temperature of bulkheads when possible. If in the opinion of the FDNY Incident Commander and in consult with the Marine Battalion, the most practical approach is for the holds to remain sealed and flooded with CO2 the following is recommended:
The hold shall remain sealed until temperatures are reduced and stabilized and only opened upon order of the Incident Commander after confirming conditions with thermal imaging cameras. Ordinarily this might take several days. Patience is important as premature opening can defeat the flooding effort.
Request the ship’s Captain, or owner/agent to replenish the supply of CO2.
Necessary precautionary lines shall be stretched. The fireboat is to be utilized wherever possible, especially on the exterior of the hull to cool hot spots.
Assure that hold ventilation system both automated and mechanical vents and dampers have been secured. Use tarpaulins or plastic sheeting to prevent leakage.
Request a copy of the cargo manifest. Obtain technical data on items where necessary.
The Ship’s personnel shall be ordered, when necessary, to introduce additional CO2 into the hold in accordance with the instructions contained with the system in the CO2 room, and to keep a record of the time and amounts.
Efforts shall be made to ensure that the fire is localized in the one hold. When entering adjoining holds, keep in mind that the possibility exists that CO2 might leak from the original hold. The use of SCBA, hazmat metering and search rope are mandatory in all below deck surveys.
When the “hot spots” on adjoining bulkheads have been determined, thermometers may be affixed to these spots so temperature trends can be monitored. FDNY fireboat’s FLIR camera, as well as thermal imaging cameras, can be used to facilitate temperature monitoring.

Question 24Answer
A.
FDNY firefighting vessels do not have Post radios. Only the Marine Battalion has a Post radio.
B.
The USCG can be contacted on Marine VHF Channel 17
C.
NYPD harbor units can be contacted on Marine VHF Channel 16.
D.
FDNY large platform vessels have a communication command center on board for large scale incidents.

4.1 All FDNY fireboats are equipped with FDNY Department radio, FIRE OPS, VHF radios, cell phones, and are capable of transmitting live video to FDOC.
Note: The Large and Midsize Platform Vessels, have a Post radio, in addition to the Marine Battalion.
4.2 A fire or emergency on a commercial vessel will likely create communication challenges. Because most commercial vessels are constructed of steel and/or metal, FDNY handietalkies may not work well deep within the vessel. In order to help overcome these communication challenges members should consider augmenting communications via use of 5-watt HT channels, HT relays, and Post radios. Additionally, numerous types of communication systems and equipment may be found onboard commercial vessels such as handheld portable radios (Simplex systems), fixed telephones, sound powered phones as well as public address systems.
4.3 FDNY handie-talkies can be used to assist in communicating with out of State Agencies i.e. UTAC Interoperability frequency.

Maintaining stability of a vessel which is on fire requires that primary information on the vessel status be gathered at the start of an operation to establish baseline readings. Regarding this process, it would be most correct to state that?
(FFP-Marine-Ch 3-5.3.1)
Question 25Answer
A.
The search for expertise concerning vessel stability starts with the USCG Captain of the Port.
B.
Draft marks on vessels are always scaled in inches or centimeters.
C.
On American ships, the draft mark numbers are 12 inches high.
D.
First arriving FDNY units should photograph the vessels draft marks immediately upon arrival.
Your answer is correct.
5.3 Maintaining stability requires that primary information on the vessel’s status be gathered at the start of the operation to establish baseline readings. The first arriving units should take note of the following and update the information frequently:
5.3.1 The vessel’s draft: Draft marks are vertical scales on both sides of the hull at the bow, the stern, and often the mid-ship on large vessels. They are usually scaled in either feet or meters. Normally the distance between the bottom of the mark and the bottom of the mark above it indicates one full increment (e.g. one foot or 20 centimeters). On American ships the numbers are six inches high with six-inch spaces between them. If the water covered half the number, the ship’s draft would be equal to that number plus three inches. First arriving FDNY unit should photograph the vessels draft marks immediately upon arrival. If the vessel is underway the first arriving FDNY Fireboat should when possible conduct a slow perimeter search around the vessel photographing all draft marks and scanning for hotspots.
The correct answer is: First arriving FDNY units should photograph the vessels draft marks immediately upon arrival.

D.
The owner shall be requested to report the amount of water and oil in each tank, the damage size-up for each tank, and method of off-loading for each tank.
Your answer is correct.
When the fire is under control, the vessel shall be anchored at an agreed upon location.
If cargo remains aboard, the cargo shall not be removed until approval is granted by the Fire Commissioner or his designated representative.
Conditions for such removal shall be established as a result of a meeting with the Fire Department, U.S. Coast Guard and vessel owners or agents.
The Fire Department will evaluate the proposed off-loading plan submitted by the owners from the standpoint of fire risk associated with the cargo and the proposed off-loading method.
The owner shall be requested to report the amount of oil in each tank, amount of water in each tank, damage size up for each tank, and method of off-loading each tank.
Special precautions shall be taken when off-loading damaged tanks.
The owner shall be requested, as needed, to submit daily progress reports by telephone, to be followed by written reports to the Fire Commissioner or his designated representative.
When all conditions have been agreed upon, along with the concurrence of the U.S. Coast Guard, the vessel shall be turned over to the owners.
The correct answer is: The owner shall be requested to report the amount of water and oil in each tank, the damage size-up for each tank, and method of off-loading for each tank.
