3. existing ships of less than150 gross tonnage
4. pleasure yachts not engaged in trade
5. fishing vessels

Nothing herein shall apply to ships solely navigating

1. Great Lakes of North America and river st. Lawrence as Far East as rhumb line drawn from cap des rosiers to west point, anticosti island and on the north of anticosti island the meridian of longitude 63’ W.
2. the Caspian Sea
3. the plate, parana and Uruguay rivers as Far East as rhumb line drawn between Punta Norte, Argentina and Punta del este, Uruguay.
