What is the diagram? (layout)
It shows the plan in the middle and then on the left the forces supporting the plan as individual arrows. And on the right forces against the plan, as individual arrows.
What is done once all forces are written down?
They are numbered from 1 (least) to 5 (most), of how important they are. Then added up to show total force for and against the plan.
What can the analysis be used for?
To decide whether the plan should go ahead, or how to weaken or strengthen certain forces in favour of their preferred approach
