= helped stimulate the economy (higher spending) BUT some cuts were unpopular (eg. School milk) and caused inflation

= not successful, unpopular with unions as more power to gov, and days lost to strikes INCREASED

    = unsuccessful, rejected by miners who called a national strike in January 1972
  • so, February 1972 he gave miners a pay increase X2 the rate of inflation
    = unsuccessful encouraged other workers, and didn’t succeed in settling relations
