Rama does not have to follow Dasharatha's orders and must come back because the people are without a king. Rama says that Dasharath is an amazing man, and it is wrong to criticize him. Rama calls himself a citizen listening to the kings orders. If Dasharatha was wrong, Vashistha would have stopped him, but Vashistha did not. The people are not without a king because Bharata is a good man and will make a good king. Bharat threatens to fast till death. Rama says he is acting selfish, running from his duties, and has no right to behave like this. Bharata says that him and Rama are like one, so they should swap places. Rama says this is wrong and one must perform their individual duty.
