The issue with HCl is that it’s TOO acidic and there is less control over. While it may clean up the spill, it can potentially damage the environment around it.
H3PO4 is weaker and safer to use, producing a non-violent neutralization reaction.
Remember: the point of neutralizing something is by balancing it with the right amount of base and acid. If we add too much acid or a strong acid into a base, it will just turn into an acidic solution.
