Liberalism argues that humans
form states that generally cooperate and followinternational norms and procedures
liberals focus either on
the individual or a number of actors. Whilst they see the state as important, they view it as being influenced by a variety of factors, looking for and trying to establish the conditions for cooperation, rather than accepting the inevitability of conflict like realists.
WHilst they accept anarchy, liberals view the world system
as one of interdependence where mutual benefit is possible (not the zero sum terms of realists).
