The “Dual Role” of the 1st Assembly
Role 1: Acting as a Constitution-making body to draft the supreme law. Role 2: Serving as the Federal Legislature (Parliament) to pass day-to-day laws until the constitution was finished. This is why the delay in the constitution (7 years) caused such a political crisis.
