Working Near Electrical Equipment in Substations
Before signing Work Permit, verify that protection has been provided by Substation Operator
0300-0030
Types of permits
Work Permits and Test Permits
Work permit: Permission granted to permit work or test on equipment. Verbal may be issued to PST for in-service work
Test permit: Permission for employees not normally working in substations to apply V to dead equipment
Electrical permit: work on electrical equipment
Mechanical permit: steam/water/oil/insulating or dielectric fluid, etc
Area permit: area where structural, construction, alteration, excavation or demolition work
Authorized Employee
A person certified by department manager as meeting minimum requirement to hold work or test permit.
Maintained in SSO website
0300-0030
Ground Level Only
Substation Ops where people/equipment/tools not working within minimum approach of non-protected electrical conductors
0300-0030
Provide own Isolation
In-service and out-of-service: PST isolate relay circuits as necessary
0300-0030
When permits needed
Work which requires contact (may result in contact) with current-carrying electrical equipment
0300-0030
Multiple work permits?
Once work permit issued for one group, no other permits may be issued if that work would interfere or alter protection for first group
If possible to have multiple, Substation Operator coordinates
0300-0030
Issuing work permit
Substation Operator&authorized employee discuss scope of work, review protection, walk-down protection with permit.
All employees on site discuss scope of work with HTOD.
All employees do job briefing
All employees sign form

Work permit software
ISWP: In Service Work Permit system
Notify system operation department (6 hours normally)
0300-0030
Verbal Work Permit
If no Substation Operator.
PST tech calls Shift Manager, enters info in log
PST tech contact DO, request verbal
End of shift: return work permit to DO, calls shift manager
0300-0030
Transfer work permit
Planned work not completed end of shift, equipment cannot be returned to service
Transfer the permit to the Substation Operator
0300-0030
Open Work Permit
For long-term project, working group does not need to sign off every day. Must log in substation log though
Need to re-walk down the protection each shift through
