Forms of Protest
A protest encompasses different forms of dissent, varying in degrees of action or disruption. These forms of protest are defined as:
LVMPD personnel are encouraged to include community members in the planning and response to demonstrations
FFE Field Force Extraction
The process of safely removing protesters from protester devices intentionally used to obstruct law. This process is completed by utilizing techniques and specialized training by the Homeland Security Saturation Team HSST.
The HSST team is a primary departmental asset to rapidly respond to a protest. These officers are well-rehearsed in crowd management techniques and have the training, tools, and skills to safely extricate an individual from protester devices.
Mobile field force
A large element of police officers specially organized to implement and apply crowd mgmt techniques during protests through presence, maneuver, and enforcement.
The Department’s response to protests (peaceful demonstrations, civil disobedience, and riots) WILL
emphasize the concept of de-scalation.
Protests
A. General Rules-
1. Use the ICS Incident Command Structure IAW Major Incident All Hazard Plan
ICW WILL BE implemented in LVMPD’s response to protests.
2. Dept Sups are responsible for attempting comms w/ protest organizers
3. Dept Sups WILL attempt to communicate w/ professional mbrs of the media and legal observers
4. Officers WILL BE identifiable by name badge/plate and WILL provide their name and P#
5. Ofcrs WILL maintain a fair and professional attitude to all and avoid expressing opinion
6. Maintain impartiality Ofcrs WILL AVOID fraternization w/ parties. Ofcrs WILL NOT accept food, beverage or gratuities. In Labor disputes Ofcrs SHOULD NOT enter the property where the protest is occurring except for official business.
7. Ofcrs WILL refrain from personal cell phone usage.
8. Ofcrs issued a BWC WILL ENSURE they are utilized to document police actions at the protest. Ofcrs W/O BWC WILL NOT deploy in a forward location they will be paired up with an Ofcr who does have a BWC
9. Sups and Ofcrs WILL BE properly equipped with PPE helmet with face shield, etc
Add’l equipment needed (flex cuffs, extinguishers) WILL be managed by the SUP
10. The Dept will place limitations on the use of K9 because they can inflame a volatile situation.
B. Anticipated Event-Patrol Bureau and SOB Captains are responsible for acting as the liaison with LVMPD and event organizers.

C. Unplanned or Spontaneous event-conduct an assessment of conditions such as location, # of participants, purpose of the event, identity of event organizers, indicators of unlawful or disruptive activity and the presence of counter - protesters
Promptly communicate findings to dispatch -A SUP WILL be assigned to the call.

A SUP WILL BE ASSIGNED TO THE CALL
When an event requires continuous oversight or monitoring by a SUP, The SUP WILL:
-Assign themselves as the IC. The SUP/IC WILL evaluate the current and evolving conditions. The SUP/IC will access the following:
1. Any evolving threat to public safety
2. Protection and preservation of citizen’s civil rights
3. Unlawful actions or violations of laws or ordinances if any of protesters
4. Movement of vehicular traffic and pedestrian safety concerns
5. Impact of protest on business and commerce
6. Level of comms and cooperation w/ event organizers, legal observers, and professional members of the media
7. anticipated duration of the event
8. Positioning of ofcrs, and crowd mgmt tactics, designation of units for overwatch
9. Need for auth of police protective gear
10. Need for add’l units or resources
11. Need for a scribe -operational decisions and actions and log use of force
12. Need to video record protest BWCs or handheld
13. Medical staged nearby
14. Environmental factors, weather and street conditions
Sup/IC will at a minimum notify the Capt of the area Cmd, provide periodic updates relay info to senior cmd staff
