IMPERMISSIBLE:

oath to show respect for the state and federal flags

when power is delegated to an executive agency, congress cannot try to control the exercise of that power by overturning the agency’s action without bicameralism [i.e. the house cannot pass a joint resolution to change an agency’s or administrative judge’s determination … need senate]
