What is RCRA?
Resource Conservation and Recovery Act
What is RCRA for?
-establishes a framework for a national system of solid waste control
-disposal of solid and hazardous waste
-States play the lead role in implementation
What is RCRAs three programs?
What is the Hazardous Waste identification process?
Examples of excluded hazardous waste?
-household hazardous waste
-agricultural waste
-mining overburden
What are the Hazardous Waste listings?
F
P
K
U
This list includes waste from certain common industrial and manufacturing processes
F list
This list includes waste from specific industries
K list
This list includes pure it commercial grade acutely toxic specific unused chemicals
P list
This list includes pure it commercial grade toxic (or displays other hazardous characteristics) specific unused chemicals
U list
What lab procedure predicts whether a particular waste is likely to leach chemicals into ground water at dangerous levels
Toxicity Characteristics Leaching Procedure (TCLP)
What is a mixed waste?
Containers both radioactive and hazardous waste components
Mixed wastes are regulated by who?
EPA (RCRA)
US Nuclear Regulatory Commission (NRC) (Atomic Energy Act AEA)
US Department of Energy (AEA)
Generates 1,000 kilograms per month or more of HW or more than 1 kg per month of acutely hazardous waste
Large Quantity Generator
Generates 100 kilograms per month but less than 1,000 of HW
Small Quantity Generator
Generates 100 kilograms per month or less of HW or 1kg or less of acutely hazardous waste per month
Very Small Quantity Generator
4 types of Universal Waste
Batteries
Lamps
Pesticides
Mercury-containing equipment
Accumulates less than 5,000kg of UW at any time
Small Quantity Handlers of UW
Accumulates a total of 5,000kg or more of UW at any time
Large Quantity Handlers of UW
What is a Manifest?
A uniform hazardous waste manifest is a document that allows all parties involved in hazardous waste from generation to the point of ultimate treatment, storage, or disposal.
What is the Disposal Prohibition?
-Basic premise of the Land Disposal Restrictions (LDR) requirements.
-Requires waste specific treatment standards to be met before waste can be land disposed.
Dilution Prohibition
-Prohibits a waste handler from diluting a hazardous waste as a substitute for proper treatment.
-Impermissible Dilution
Storage Prohibition
It is permissible to temporarily store HW subject to LDRs.
What are Treatment, Storage, and Disposal Facilities (TSDFs)
