For release under IFR, the appropriate weather reports, forecasts, or any combination thereof, must indicate the weather conditions will be at or above the authorized minimums at the estimated time of arrival at the airport, or airports, to which released

Exemption 17347 can only be applied to conditional language which include TEMPO or PROB
