• A chief purpose of military forces conducting foreign HA operations is to provide a secure environment to allow humanitarian relief efforts to progress. As such, HA missions for US military may cover a broad range of tasking. In every case, the specific requirements placed on US soldiers, sailors, marines, and airmen will be situation dependent. HA means vastly different things to different people, based on their specific perspective. HA operations can encompass both reactive programs, such as disaster relief, and proactive programs, such as humanitarian and civic assistance (HCA) or civil support

They are based on National Command Authorities (NCA) guidance, the mission, the threat, the laws of war, and host nation constraints on force deployment.
