• A chief purpose of military forces conducting foreign HA operations is to provide a secure environment to allow humanitarian relief efforts to progress. As such, HA missions for US military may cover a broad range of tasking. In every case, the specific requirements placed on US soldiers, sailors, marines, and airmen will be situation dependent. HA means vastly different things to different people, based on their specific perspective. HA operations can encompass both reactive programs, such as disaster relief, and proactive programs, such as humanitarian and civic assistance (HCA) or civil support

• A military operation on urbanized terrain (MOUT) is defined as all military actions planned and conducted on a topographical complex and its adjacent terrain where manmade construction is the dominant feature. It includes combat in cities, which is that portion of MOUT involving house-to-house and street-by-street fighting in towns and cities
• Define Rules of Engagement (ROE).
• ROE are “directives issued by competent military authority which delineate the circumstances and limitations under which United States forces will initiate and/or continue combat engagement with other forces encountered” (Joint Pub 1-02). ROE for Marine forces are usually set by the JTF commander. They are based on National Command Authorities (NCA) guidance, the mission, the threat, the laws of war, and host nation constraints on force deployment.
