7 criteria for placement into ICF (as is feasible)

When does orr cease placing UCs at an ICF?

If operational capacity is below 85% for at least seven consecutive days.

Generally, a UC should not be an an ICF for more than 90 days. If not transfer by the 90 day marker, case manager should document why weekly

1. The UC is almost at the 90 day mark, but will likely be released to a sponsor in the next 30 days
2. No beds available in a state-licensed permanent facility appropriate for UC
3. The UC and the child’s parent or legal guardian objects to the transfer
4. The child was exposed to a public health concern and can’t be moved during a quarantine period

Three reasons UC program can consider not doing a transfer

1. State or local law enforcement requests child not be transferred because of an ongoing investigation
2. The child is actually in an out-of-network state-licensed facility
3. The UCs attorney requests no transfer, and the child agrees

5 things providers must do within four hours of a UC arriving at an ICF

1. Admit child in ORR databases
2. Provide a meal and / or snack
3. Give the child a chance to shower, treat any lice, and provide clean close
4. Inventory the child’s belongings and paperwork
5. Review and have IC sign notice of placement in ICF form

7 things within 24 hours of UC placement in ICF

1. Provide UC with all docs from legal resource guide
2. Explain rules and responsibilities, grievance procedures, and sexual abuse reporting procedures
3. Provide an orientation on sexual abuse and harassment topics
4. Contact child’s family about placement and determine if a sponsor lives in US
5. Completes the initial intake assessment in ORR database
6. Informs the child’s family about the application process for safe and timely release toa. Sponsor
7. Informs guardian and potential sponsor that the placement is temporary

Appropriate to a UCs skills in a structured classroom Monday through Friday in both basic skills and English. Should includ reading materials in different languages and include science, social studies, math, readin, writing, physical education. They should also get appropriate materials for leisure reading
