- 1832 Whigs v Tories-reform as revival for W-new voters
- 1867 T v W-T see franchise as way of altering p. fortunes-boroughs to help Tories
P2-agree (Individual)
- 1867 Disraeli v Gladstone/Derby v Russell
- 1884-G wants achievement-various rivals within party eg Salisbury/Chamberlain etc

- changing social factors-increased pop/urbanisation/growth of m/c)
- popular pressure-politicians act in own self interest (fear of rev 1832) but not p rivalry
- does not explain timing of reform/process of passing acts
