2. Determine BLSP distance from DME site (using Lat-C or manual plot)
3. S - Apply Slant Range Error IF AOC is between BLSP and DME
4. E - Apply Equipment Error using table
5. IF BLSP less than 60miles from and between AOC and DME site subtract 1 Mile from BLSP
