Divide quebec into 2 colonies- upper Canada and lower Canada - designed no to anger the loyalist
- also allowed french people of lower Canada to retain their civil law, their language in the courts. In each colony the governor and his appointed councils possessed veto power that enabled them to override or cancel decisions of the elected assembly
