Why does the classification of costs as fixed/variable depend on the decision situation?

• A given cost can be classified as fixed in one situation and variable in another
• e.g. fuel costs are fixed with respect to an addition of 1 passenger on board as one passanger has almost no affect on fuel cost. However total fuel costs are variable in relation to adding 1 more mile to the route.
