Not a lot of oil and steel produced
Lots of shortages in factories
consumer goods didn’t improve
widening of terror in 1937/8 - took its toll on industry - major shortages of experts e.g. engineers.
Plan only lasted 3 1/2 years - ended abruptly by Nazi invasion in June 1941.
Hard winter of 1938 - plan got off to bad start.
