What is a real or perceived conflict of interest?

How do we mitigates conflicts?

A

Perceived is when employees evaluate employees

Real is where an evaluator would not be impartial. Any relationship that might influence an Evaluator to act, either knowingly or unknowingly, in a manner that does not hold the safety of the travelling public as the highest priority
Recuse yourself by contacting the FLEET MPQ

Eg The candidate is a close friend of the evaluator
The candidate is an ex spouse of the evalautor
financial interest in the company (esop does not count, not enough shares)

What is the repeat protocol for a MTV?

A

Training may occur AFTER the first attempt at the maneuver
• Once training complete, you must observe the maneuver as per the first attempt… no coaching, prompting, or teaching
• Items must be repeated immediately after; do not progress to other maneuvers and come back to the unsat items later in the session

Only train on items that are grades as a 1

What is the repeat protocol for MPV?

A

No instruction is permitted during any stage of an MPV.

• If a manoeuvre is demonstrated as unsatisfactory, freeze the sim and debrief the candidates on the reason for the assessment.

any repeats must ensue without training, coaching or practice.

• Describe why the event needs to be repeated, but ensure that you do not instruct on how to improve performance.

A

FLM are procedures or manoeuvres that are identified as likely to be sensitive to loss of
proficiency due to infrequent practice.

The objective is to test skill retention of pilots between training and evaluation cycles, without prior briefing.

Data collection from the startle effect (first attempt) for future training cycles

What is special tracking?

A

monitor proficiency and take corrective action for pilot unsatisfactory performance. Special Tracking consists of a Special Tracking MT/LOE event inserted at 3 months after the successful completion any ATOs and then the additional LOE.

Training is allowed during an MTV session, with conditions. • The first attempt is a validation and must occur without training. • Following the initial attempt, if demonstrated as unsatisfactory, training and revalidation must either occur immediately or at the earliest practical opportunity. • Do not coach or train during a manoeuvre. • Individual manoeuvres must be trained and validated to proficiency. (Think of it as "T" for Training, and there is a "T" in MTV)

What is AQP? Benefits?
Advance qualification program performance based training, evaluating of flight crew members, which uses data driven training to develop proficiency-based programs in lieu of traditional training programs. Features validation points in each phase of training. Assessments are made continuously, from ground school to OE. validations and evaluations to assess that the Proficiency Objectives of the training module have been met and the candidate is ready to proceed to the next level of training or line operations. Data from training events provides air operators is used for the continual improvement of the training program. AQP is made up of JTA - Job Task Analysis which breaks down into the Qualification Standard. This defines how we do what we do and what the standards to be met are. (Voluntary and Alternative to regular training)

How do you validate a second attempt for an MTV?
Once the unsuccessful validation is complete, you can train to standard then the student needs to demonstrate proficiency without being coached.

When assessing a candidate, what two questions should I ask ask myself two questions after every maneuver:
Is the candidate competent? Is the candidate confident? Competent means they met the standard (a 2 or better) and are safe to perform at that level in line operations. Confident means they trust their own ability to execute the manoeuvre safely.

Candidate does a V1cut, their control inputs are a bit messy at first, but it's within tolerances and they self-correct. How can you frame the question to determine if they are interested in doing it again?
After the exercise I ask - "how did that feel", and they answer "It was terrible, I was all over the place" I will offer to them "from my perspective, it was within tolerances, and met the standard, but would you like another chance to practice it to feel better about it?" Often they will take me up on the offer, and practice it again, sometimes they want to do it right away, but usually it's after the MTV is complete.

Why is Advanced Qualification Program (AQP) better than traditional training programs?
In traditional programs candidates performance is not measured until the final check ride. AQP features validation points in each phase of training. (SKV, PV, MPV, LOE, OE) to ensure candidates satisfactory progress in each phase of training.
