1) Allocates the right people to the most important roles.
2) Ensures that those in important roles perform them to the highest standards.

1) Functional uniqueness – only a small number would do it

Stratification creates hostility, suspicion and mistrust between different sections of society. Many could be doctors or business execs but haven’t been given the opportunity. Pay can reflect power; not how much people deserve it.
