Quantitative – Conducted by the Center for Army Analysis (CAA) using models and data. Focused on science.
Phase II of Total Army Analysis (TAA)
Qualitative – Human-in-the-loop decisions through panels, Council of Colonels (CoC), and General Officer Steering Committee (GOSC).
Phase III of Total Army Analysis (TAA)
Synchronization – HQDA G-3/5/7 directs Force Integration Functional Area (FIFA) coordination, producing the Army Structure Memorandum (ARSTRUC) and Program Objective Memorandum (POM) Force.

National Military Strategy (NMS), resource constraints, directed force, and vignettes or scenarios.
