: I was on duty and was dispatched to the Deerfield Apartments around 1:00 AM for a Domestic dispute between a woman and a man. Prior to my arrival, the man left the scene but as I was talking to the woman, a White Jeep Rubicon pulled up near us and yelled out the window, “F*ck you Cops” I identified the driver as Chris Binder, a local rumored drug dealer.
Yes, I am sure it was directed towards me because I was the only officer at the scene.

I wrapped up the call I was dispatched to and decided to follow the vehicle. As I was following it the driver ran a red light at Bethany Bend and Hopewell Road. So, I conducted a lawful traffic stop using my overhead lights.
When I started walking up to the vehicle and got closer I clearly saw the driver of the vehicle which was Binder bend down towards the floorboard and move things around.

Yes, eventually I was able to place handcuffs on the suspect, but he did attempt to pull away from me. After being detained, I searched him and found no weapons on him.
I was looking in the car because I did not find a weapon on Binder. I looked in the car to find the weapon I thought he was reaching for. The driver door was partially open and I found a Nike shoe box partially under the driver seat as well as a passenger who I ordered to step out and walk to the other officers who arrived on scene.
The conclusion of the Internal Affairs case was that police officers are allowed to put theirs hands on a citizen if they are not following orders from the police officer. The official findings from that department states that no violation has occurred.
