What are the three different types of evacuation?
Controlled
Uncontrolled
Emergency
What is a RIO?
Rail Investigation Officer (Network Rail)
What is an OIM?
Operational Incident Manager (Southern - Based at The ROC)
What is a MOM?
Mobile Operations Manager (Network Rail)
What is a controlled evacuation?
It is an evacuation whereby the train cannot get to a safe location. It has to be authorised by Control (potentially via the signaller).
It requires a Line Block and Emergency Switch Off
It also relies on information (where passengers will be evacuated to, who is helping), and additional staff (eg MOM, any Competent members of staff who may be working or passing)
What is an uncontrolled evacuation?
It is an unauthorised evacuation, passenger related, due to a door egress.
Contact the signaller immediately, request signal protection, possible line block and emergency switch off.
Make a PA, and even give direct orders from the drivers cab window to the passenger to return to the train.
Emergency protection may be required.
What is an emergency evacuation?
Evacuation due to any emergency scenario, fire, explosives, derailment, terrorism.
Emergency call.
You will need an emergency switch off and a line block.
If you can’t contact the signaller, or they cannot provide you with signal protection you will need emergency protection.
Why might you asked to examine the line?
Track defect
An obstruction
Flood water
Earth works are compromised
Fire
Boundary fence is compromised
OLE/CRE
Rough ride
What must you do if asked to examine the line?
You must reach a clear understanding with the signaller of which portion of the track is to be examined
You must proceed at Caution
And carry out any further instructions
What is the maximum speed limit when examining the line if there is a suspected track defect?
20mph
What is the maximum speed limit when examining the line if there is a suspected track defect and the affected portion is in a tunnel?
maximum speed of 10mph
What is the maximum speed limit when examining the line following a bridge strike? rail over bridge
There is no set speed limit, but speed is on the signallers instruction
What is the maximum speed limit when examining the line following a bridge strike? rail under bridge
You must stop before passing under.
check for any obvious damage, including debris on the line.
Inform the signaller whether you believe the line to be safe
Do not exceed 5 mph
Once you have finished examining the line, what must you do?
Report the state of the affected line from the location previously agreed with the signaller.
Who can authorise passing a signal at danger?
Signaller
Pilot (single line working)
Hand signaller
Shunter
Another competent person (Panel Person/Designated person)
What must you ensure before passing a signal at danger (with authority)
That you have reached a clear understanding, and how far the movement will go
What speed do you travel following passing a signal at danger (with authority)
Proceed at caution, even if the line appears to be clear
What speed must you drive over points when passing a signal at danger (with authority)
max 15 mph
What is the procedure when passing a signal at the entrance to a tunnel?
You must use the signal post telephone (and not the `gsm-R) when contacting the signaller unless told otherwise
Use the signal post telephone at the exit to the tunnel to inform the signaller that the train has “arrived complete”
What are the 5 conditions required to pass 2 signals at danger?
Both signals must had the same fault
There is no TPWS on the second signal
The third signal must be displaying a proceed aspect
The line has previously been inspected
There is no distant signal
When passing two signals at danger, and one of the 5 conditions is not met, what has to happen?
Extended block working
When might a driver need to make a wrong directional move?
Return to the station after an overshoot (under 400m)
Wrong route taken
Make a movement following a line blocked by an accident/ failure/ obstruction
A train cannot continue to move forward
Assist a failed train
The front portion of a divided train has to return to the rear portion
A shunting movement
single line working is in operation
What must a driver do before a wrong directional move?
Get the authority of the signaller/pilot/hand signaller
Make sure they understand how far the movement can go
Confirm any arrangement for points
Arrangements for changing ends
Dealing with passengers
What must a driver do during a wrong directional move?
You must be able to stop within the distance you see to be clear
Check the position of points (15mph max)
