- I know RIPA, the Racial Identity Profiling Act, was created by Assembly Bill 953 and went into effect for our Department, as well as 8 other agencies, on July 1st of 2018.
- Its purpose is to eliminate racial and identity profiling in law enforcement and improve racial and identity sensitivity in law enforcement.
- In addition its a layer of transparency to improve community trust and demonstrate our dedication to transparency to the communities we sereve.
- This ACT created a RIPA Board which is comprised of 18 members of which 4 are law enforcement and 1 is Commissioner Stanley.
- The board Meets 3 times per year and its main purpose is to analyze data to provide recommendations to Law Enforcement agencies on their policies and practices to eliminate racial and identity profiling in their agencies.
- They are also working with POST on diversity training

I know this Act will require us to collect and disseminate “stop data” to the DOJ regarding:
- The perceived demographic data of our stops and contacts, AND
- Citizen complaints that allege either racial or identity profiling
- This data will be used to create an Annual Statewide report which the RIPA Board will use to provide their analyses.
- I also know much of this data we’ve already been collecting on our CHP 415D’s for the last 20 years AND will require our officers to input this data into a web interface.
- I know there is currently 16 template style questions which sometimes require a short narrative.

- I know the RIPA Act is consistent with our Department’s expectations of transparency and is another way for us to:
- Enhance community trust, AND
- Prove we are enforce the law equally, impartial, and
without favoritism or prejudice. - It’s also in line with our current racial profile policies contained in HPM 100.68 and 10.12

f. whether a search was conducted and, if so, a narrative explaining the basis for the search Result of stop, to include specific code violation if cited/arrested
g. Perceived race or ethnicity of the person stopped
h. Perceived age of the person stopped
i. Perceived gender of the person stopped
j. Whether the person stopped is perceived to be lesbian, gay, bisexual, or transgender
k. Whether the person stopped is perceived to have limited or no English fluent
l. Whether the person stopped is perceived or known to have a disability
m. Officer Unique ID number
