Basic ATC services. Not required to communicate at all unless departing, arriving, or transiting through controlled airspace.

No, only high flying IFR aircraft are allowed

Minimum visibility is 3 miles and single cloud clearance requirement is to remain clear of clouds.
Class C,D or E (below 10,000 feet MSL) minimums for VFR?
Minimum visibility is 3 statute miles. The cloud clearance requirements are to remain at least 500 feet below, 1000 feet above and 2,000 feet laterally.
Class E above 10,000 feet MSL minimums?
Viability 5 or more statute miles, cloud requirements are 1000 feet below, 1000 feet above and 1 statue mile horizontally.
How are VFR cruising altitudes determined?
Heading and height above ground (AGL).
What course determines what elevation for cruising?
When flying from 0-179, aircraft will fly at odd 1,000 foot intervals plus 500 feet. When flying from 180-359, aircraft will fly at even 1000 foot intervals plus 500 feet.
