A

Under MARPOL Protocol 1
The Master shall report to the nearest coastal state the following:
1. A discharge above the permitted level of Oil or NLS
2. A discharge of harmful substances in packed form
3. Damage, fire or breakdown which affects the safety of the ship (cargo shift, fire, flood) or impairs the safe navigation (steering failure, blackout etc)

What comes first MLC or DMLC & what is the process?
DMLC first Part 1 prepared by flag state setting out national requirements across 16 key areas of MLC. Signed by Flag Part 2 prepared by the company and sets out their compliance with the 16 key areas. Signed by company and flag The company then submits both parts and applies for an inspection. The MLC is then issued by Flag and the DMLC attached

What is the procedure for a crew member if he has a grievance (complaint)
-When a grievance is raised, procedures should aim to resolve at the lowest level, i.e., head of department. - If the matter cannot be resolved by the HOD, it should be brought to the Master. - If the issue cannot be resolved onboard, the matter shall be brought to the shipowner - Seafarers should be provided with a copy of the onboard grievance procedure on joining. This should outline a nominated crew member who can advise on grievance procedures. - Crew members have the right to bring a representative with them to all meetings and also have the right to bring matters directly to the Master or external authorities.

What is the Athens Convention
The Carriage of Passengers and their Luggage by Sea It is an Int Convention which sets out regulations for liability and insurance of passengers and their Luggage. It covers death, injury and personal loss of luggage or vehicles at sea. All passenger ships engaged in Int voyages carrying >12 passengers must have compulsory insurance in the form of a blue card issued by the insurers. The flag state will then issue the statement of liability on the basis of the blue card

What is the Bunker Civil Liability Convention
The Convention ensures compensation to persons who suffer damage caused by spills of oil when carried as fuel in ship’s bunkers. It requires all vessels >1000GT to carry insurance issued by P&I clubs for bunker pollution. A statement of liability (CLC) is then issued by the vessels flag state.
