- Get a Victim Accounting Manager who obtains: A. Names B. Where victims were located C. Asks their escape routes D. Notes their injuries E. What hospital they were taken to
COLLAPSE NOTES
A. Unsupported Lean to Voids - extremely dangerous - must be
secured early.
B. Survivors may be found near walls in both lean to voids and V
shaped voids
C. Fire related collapse requires:
1. Reaching victim, preferable with hose line 2. Get trapped victim - SCBA or spare Fast Pak 3. Attach search rope to victim to lead other rescuers to them
D. Selected debris removal - is not useful - if we have no idea where
victim is located
E. Tunneling, trenching, cutting through supporting members - ONLY
done by Collapse trained members of SOC units.
F. Victim pinned for more than 1 HOUR - Rescue paramedic must be
given access to:
1. Treat for crush syndrome
2. All they need is access to one arm, leg or neck for IV
COLLAPSE CONCERNS “AEV”
1st Alarm Engine Priorities for Extinguishment “AEV”
A - Active fire in affected building and surrounding debris
E - Exposures
V - Vehicles burning within vicinity
IF NO ACTIVE FIRE:
1ST ENGINE - May need to take position in block for master stream (fire control or exposures) - 2 1/2" for entire site - CONSIDER 3 1/2" for TL
2ND ENGINE
1ST LADDER
- Scene Survey
- Hazard Assessment and Control (secondary collapse, mark collapse
zones…)
- Remove surface victims
- Preliminary void search (VISUALLY search accessible voids, call and
listen for victims)
- DO NOT CUT, LIFT, REMOVE load bearing members
2ND LADDER
APPARATUS PLACEMENT
A. If possible, 1st & 2nd Engines - outside the block, separate
hydrants, on separate mains.
B. 3rd & 4th Engines - similar positions in the rear
C. Two second alarm Engines used to seal the ends of the street
D. Remaining Engines - well away from the scene
E. Initially - 1st TL ONLY UNIT placed in front of collapsed structure
F. Subsequent TL - covers exposures
G. Aerial Ladders - kept away from front unless needed for specific
rescue.
COLLAPSE - EMERGENCY SIGNAL SYSTEM
One Long Blast (3 seconds) ————- Cease Operations / All Quiet
3 Short Blasts (1 second each) ———- Evacuate the area
1 Long Blast & 1 Short Blast ————- Resume Operations
Horns shall be issued to:
10-60 SIGNAL
Note: Dispatcher dwill transmit the 2nd Alarm if not transmitted prior to
the 10-60-2.
