What is the SEOSO

A

The Ships EO Safety Officer is responsible through the CO for the overall management of all embarked EO and its relevant documentation.
Roles:
- recommending lists of personnel to enter magazines and complete Authorised Entry Lists
- ensuring formal management of dealing with EO is implemented
- ensure no activity in presence of may cause an explosive incident.
- Liase with EAO and stakeholders to confirm details for EO transfer conferences
- act as the point of contact for safety, inspection and stowage and security of RO

What is STOCKFULL

A

S - Stowage. All magazine contents are in their correct stowage.
T - Temperature recorded daily to TI38
O - Oils and Greases. No hydraulic leaks and oily rags
C - clips and battens - all necessary securing pins are in place
K - Keys. All doors and hatches which are required to be secured are locked
F - Firefighting. Spraying arrangements are serviceable and free from leaks
U - Unauthorised Items (not listed on EOS&HC) are free from magazine
L - Lids of all packages are secured
L - Lights - to be functional and turned off when not in use.

What is QD, and why doesn’t it apply to Naval Vessels?
Quantity distance (QD). A QD is the minimum permissible distance between a PES containing a given quantity of explosive ordnance, and an exposed site (ES). in accordance with NATO Safety Principles, a Naval unit is not subject to QD rules if the EO carried on board is supported by the appropriate EOS&H certification provided the EO: a. is listed on the EOS&HC b. is not handled in any way while in a port or waterway

Who can mark a container Free from explosives
Only a competent person can mark containers FFE . They must: a. undertaken a formal course of instruction on the regulations b. undergone supervision of FFE procedures and received the FFE PMKeyS competency c. demonstrated competence in certifying FFE to the SEOSO.

Who is a MAG SUP
A magazine supervisor is a person who is responsible for the safety and security of a magazine and storage of EO, they are a senior NCO or officer who is deemed competent by the SEOSO and delegated by the CO.

Who is the EAO
The Explosives Accounting Officer (EAO) is responsible for all EO accounting and stock management in units. This person will be appointed in writing by the CO. The Fleet Logistics Instruction FLI 2-20 Explosive Ordnance Accounting identifies accountabilities for the EAO in the unit. Unless otherwise authorised in the FLI, the EAO must hold PMKeyS proficiency P110238, and in an MFU, is to be an ML senior NCO or officer. In an MWV, the EAO is to be a senior NCO or PQ qualified officer. For units where an Army Ammunition Technician (AT) is the EAO (for example, LHD), P109683 or P100506 is to be held. A member under training is not to be delegated as EAO. The delegate is to sign an acknowledgment on the minute to demonstrate that they have read and understood the responsibilities of EAO. To ensure an open and transparent accounting system is maintained, the EAO must not be a Magazine Supervisor (MS).

Who is the SEOSO
The Ship/Submarine EO Safety Officer (SEOSO) is responsible to the CO through the chain of command as appropriate for the overall management of all embarked EO and its relevant technical documentation including its associated stowages and handling requirements. This position is to be delegated by the CO in writing, to a PQ qualified officer who holds PMKeyS proficiency P110240. A member under training is not to be delegated as SEOSO. Any deviation from this is to be approved by the Force Commander in consultation with ArmEng CoE. The delegate is to sign an acknowledgment on the minute to demonstrate that they have read and understood the responsibilities of SEOSO.
