Contact MRCC and CSO, You have an obligation to assisst under SOLAS, But only to the extent it does not endanger your own vessel, So approach with caution, Bear in mind primary responsibility is to your own ship, Prepare your own ship for pirate attack before approaching (as per SSP), If possible allow rescue or military vessel to assist, If any sign of trouble - leave immedietly

While there may be some special security considerations assossciated with this, ultimately, you have an obligation to assist vessels in distress. These are "survivors of a stricken vessel" not "undocumented migrants" as far as you are concerned. The situation may be politically complex, but not legally when it comes to your actions in the moment
