Name some types of procurement routes
Single stage - Price offered for the whole of the construction works
Two - stage - Hand in hand with PCSA, price for PCSA to aid in design and pre construction activites, then revisited for a price to complete construction works
Negotiated tender - Single stage with a single contractor. Contractor returns price then the price is negotiated after
Advantages and disadvantages of single stage
ADV: Cost certainty early, most competitive price
Dis: Contractor could not fully understand requirements meaning risk allowance to be higher, Longer programme to include tender period
Advantages and disadvantages of two stage
Adv: increased contractor involvement in design, some degree of competition, ability to overlap design and tendering
dis: programme implication for tender process, lack of full competition
Name some types of tender selection
Open tendering (anyone can express interest via find a tender)
Selective tendering (shortlisted contractors)
single contractor

What is Alternative 2 in JCT
A method for dealing with tender qualifications or amendments. It provides a way for the employer to respond to a non complaint bid
Name a time you have advised a client on procurement route
During an NHS hospital project, I advised that the optimal procurement route was traditional due to the relatively straightforward nature of the project, and the completion of a number of similar projects with experienced design teams and therefore the project could see cost efficiencies through lower prelims
What has MEAT been superseded by
MAT (Most advantageous tender) allows price to be optional giving authorities flexibility to focus on quality and social aspects of a project
in your opinion which JCT contract has the most risk for the client and why
A traditional JCT form (i.e SBC) Due to client holding design responsibility
Under the current market conditions, what is the preferred procurement route
Depends on the project completely. But I would recommend D&B due to transferring risk to the contractor and having a single point of responsibility
What would you typically include in a tender pack
ITT, form of tender, draft contract, project information, tender scoring matrix, pricing doc
What is alternate 1
A way of dealing with errors in tender submissions under the JCT
Alt 1 - Confirm or withdraw
Under the alternate provisions in JCT what needs to be included?
Signed letter by both parties. Contractor to make an endorsement of their offer
When should the selected alternate provision be stated and where?
Before the contractors are issued tender documents. The chosen provision should be indicated in the ITT and project information docs
Why did you chose alternate 2?
Allowed for better partnering between the parties
Allowed for better tender competition and therefore better costs for the client
