Fire Safety Inspector

Fire Safety Evaluation and Inspection
- The building plans and specifications are endorsed by the fire department
- The plan evaluator will review these plans to determine compliance with the requirements of the fire code
- Based on the findings, an FSEC or Notice of Disapproval will be issued
- The FSEC is a requirement for the issuance of the building permit
- No building plan will be evaluated without the FSCR

During construction, renovation, modification, or alteration, the FM shall inspect the project to determine whether the plans and specifications are being followed and fire safety precautions are being observed.
- Inspection During Construction
- After completion of construction and prior to the occupancy of the building, a fire safety inspector must inspect the building to determine conformance with the fire code and the approved plans
- Based on the findings, an FSIC or Notice of Disapproval will be issued

- Fire Safety Inspection certificate (FSIC) is required for the issuance of the certificate of occupancy
- Fire Safety compliance and commissioning report (FSCCR) is required for the issuance of the FSIC
- Testing and commissioning of the fire protective and warning system must be witnessed by the Fire Safety Inspector or FSI

= For industrial, commercial and business operations - FSIC is required for the issuance of the building permit, mayor’s permit, and the Philippine Economic Zone Authority (PEZA) certificate of annual inspection
- Inspection will be conducted after which either an FSIC or an NTS will be issued
- Fire Safety Maintenance Report (FSMR) is required for the issuance of the FSIC

- Containing a detailed design analysis of all fire safety features to be installed and certifying that the design complies with the fire code
- Required for the FSEC for building permit
- Includes but not limited to:
= Codes and standards of design, project description, classification, occupancy, and hazards of contents
= Descriptions of exits, travel distances, fire suppressions, emergency power, etc.
FSCR or Fire Safety Compliance Report
- Reported by the contractor or construction manager certifying that:
= The plans and specifications prescribed in the FSCR were duly implemented
= All fire protection and life safety features were properly installed
= Completed building complies with the requirements of the fire code - Required for the FSIC for occupancy
- FSCCR includes but not limited to:
= Testing and commissioning certificated, description changes made in the design, etc.
FSCCR or Fire Safety Compliance and Commissioning Report
- Report submitted by the building owner or his authorized representative on the conduct of annual maintenance of fire safety and fire protection systems certifying that all fire safety systems are installed and maintained in operational condition
- Required for the FSIC for business permits
- FSMR includes but not limited to:
=Annual fire pump flow test, maintenance and testing records, sprinkler system, etc.
