This is determined by the criticl path in which a project is delayed by a relevant event. The EOT claim is reviewed by the CA to determine validity and to see if reasonable steps have been taken to mitigate.

I would review the contractor claim and prelims to determine that the costs are genuine. I would discuss this with the contractor to reach a fair settlement.
